§ 42-45. Powers and duties.

  • From and after the time when the county planning commission shall have organized and selected its officers, and shall have adopted its rules of procedures, then it shall have the following powers, duties and responsibilities:

    (1)

    To make careful and comprehensive surveys and studies of existing conditions and probable future developments and to prepare such comprehensive or master plan, also known as the official plan, for physical, social, environmental, and economic growth as will promote the development of the county; such plan(s), with accompanying maps, plats, charts, and descriptive materials, shall show the county planning commission's recommendations for the physical development and uses of land, shall meet the minimum requirements of the Georgia Planning Act of 1989, and may include other matters of special interest to the county;

    (2)

    To prepare and recommend to the county board of commissioners from time to time, such changes in the plan or any part thereof as may be deemed necessary by the commissioners or by the county planning commission; to prepare and recommend to the county board of commissioners from time to time plans and/or recommendations for specific improvements in pursuance of the official plan.

    (3)

    To cooperate with other municipal or regional planning commissions and other agencies or groups to further the local planning program and to assure harmonious and integrated planning for the area;

    (4)

    To prepare and recommend for adoption, or amendments, by the county board of commissioners a zoning resolution and map for county subject to the requirements of the Georgia Zoning Procedures Law;

    (5)

    To prepare and recommend for adoption, or amendments, to the county board of commissioners, regulations for the subdivision of land within the county, and to oversee the administration of the regulations that may be adopted or amended;

    (6)

    To prepare and recommend for adoption, or amendments, to the county board of commissioners, other land development regulations including, but not limited to, sign and billboard controls, flood protections, soil erosion and sedimentation controls, and mobile home controls; and to oversee the administration of such regulations that may be adopted or amended;

    (7)

    To consider, recommend, and, as may be authorized by this Code, grant with or without conditions one or more variances, as defined by said code, subject to the limitations and requirements of said code.

    (8)

    To delegate to employees authority to perform ministerial acts in all cases except where final action of the county planning commission is necessary.

    (9)

    To arrange and conduct any form of publicity relative to county planning commission activities for the general purpose of public understanding.
