The BOLUA shall be appointed by the board of commissioner and shall be composed of
five members at pleasure and who shall serve without compensation. Upon initial appointment,
two members shall be appointed for three years, two members for two years, and one
member for one year, and thereafter terms shall be three years each. If any vacancy
should occur in the membership of the board for any cause, the commissioners shall
fill such vacancy by making an appointment for the unexpired term. A majority of members
present shall be required to constitute a quorum.
